to Fund Capital Acquisitions and Operation Requirements

On November 4, 2008, Clifton Fire Protection District will seek voter approval for Improved Funding to be used exclusively for capital acquisitions and operations.
The Clifton Fire Protection District (“CFPD”) provides the funding and support for a strong 24/7 organization.
The District protects 15 square miles of private property from 30 to 35 Roads and from the Interstate to the Colorado River.
CFPD call volume has soared from 366 EMS calls and 199 fire calls in 1987 to 1941 EMS calls and 441 Fire calls in 2007. This represents a 436% EMS increase and 122% fire increase, respectively, in our call volume.
District Growth 1997—2007
The District’s growth has been tremendous, and the population is now approximately 37,000 residents.
Growth in the service sector has impacted our call volume due to the increased traffic flow on our highways and the ever-increasing number of accidents.
Services Offered by Clifton FPD include but are not limited to:

Search & Rescue
Continuing Goals of the District:
Provide the citizens of the District the highest quality delivery of fire suppression/extinguishment, life support emergency medical services, fire prevention, life safety, and rescue services in a responsible, yet cost-effective manner.
Needs assessment and development of the existing fire station to service the growth of the community.
Preserve the lowest possible fire Insurance ratings for the property owners of the District. The goal is to maintain a 4 ISO rating for homes within 5 miles of a fire station and with fire hydrants.
Continue to develop a strong academic and hands-on training program for the paid and volunteer firefighters and EMT’s essential for meeting the growing demands in our changing and complex world.
Improve and maintain a comprehensive public fire prevention and educational program in the District.
Where will the funds be used?
In order to meet these needs, the District has targeted a 1.244 mill levy increase. These funds will pay for capital acquisitions and operation requirements of the District. The mill levy increase will be dedicated to this debt.
The resulting yearly tax increase will be approximately:
$100,000 Residence = $9.90/year
$150,000 Residence= $14.85/year
$200,000 Residence = $19.80/year
$250,000 Residence = $24.76/year

Even with the increased revenue, the CFPD will be lower than the state average.
Cost effective equipment and stations to meet the increasing needs of the community.
More trained personnel in advanced medical and fire.
Strengthen our ability to respond to the peak impacts of the areas with high volume of residences and structures.
Better equipment that will meet national standards.

Vote for IMPROVED FUNDING FOR CAPITAL ACQUISITIONS AND FUNDING FOR OPERATIONS.
AN INCREASE IN THE DISTRICT MILL LEVY HAS NOT BEEN SOUGHT SINCE 2000. THIS MILL LEVY ENDED IN 2007. WE ARE ASKING YOU TO SUPPORT THESE IMPORTANT NEEDS OF THE DISTRICT.
Ballot Issue 5A has 2 Questions:
Increase revenue to replace aging vehicles, and
Increase revenues for the operation of fire and EMS.
These ballot questions are for the taxpayers of the Clifton Fire Protection District and no other.
